I have made some similar skirts for my granddaughter and she loved them. I so enjoy making them that I am now adding them to my shop!

This pretty little skirt is made of 100% cotton fabric with a teddy design on a pink background.
It is made in 2 tiers to give fullness without too much bulk around the waist, which is elasticated. All seams have been over locked to give a neat finish inside.
Measurements:
Relaxed waist: 19" (48cm)
Length: 9.5" (24cm)
Will fit a child approximately age 2.
Machine washable up to 40 degrees.
This is a 'one off' as I have no more of this fabric.
