It is for a man’s pullover and buttoned waistcoat. Each garment has a very intricate designed front consisting of complex stripes. The pattern has a very comprehensive visual aid (a graph!) to help you make sense of the patterning.
Made in 4ply, these two great tops for a man (hey! or woman) have used the same pattern for the intarsia fronts. The only difference is that a variation of colours were used in the patterns. I think that's amazing as they look so different.
The backs of the two garments are plain.
This pattern fits chest: 36 - 46in, 90 - 115cm.
Here is a vintage knitting pattern from Richard Poppleton produced around the mid 1980's. It is not a PDF. It also states that this pattern can be hand knitted, or machine knitted!

I do not carry wool in my shop, neither do I have any connections to anyone who could provide the wool. This pattern is over 30 years old but, like any pattern (old or new) you can choose your own wools to use, just be sure to check the tension advised in the pattern. If you're unsure, take the pattern to a yarn shop, or haberdashery shop and ask their advice - they will be able to help you.
