Topsy is a jolly little fellow, and quite dapper, too. He is quite the gentleman, often doffing his hat to passersby with a warm smile. He has a brother, Turvy, who is quite his opposite. Together they cause chaos and confusion and so split up. Topsy misses his brother and hopes to find him soon.
